- Yes, obviously something is the matter, but getting something done
- about it may be like trying to shove warm butter up a wildcat's behind
- with your thumb. The phone company is only obligated to provide you
- with a line which provides bandwidth of 300 - 3000 Hz. A 300-3000Hz
- line will usually only carry 21.6k max. Achieving higher performance
- requires better (greater) bandwidth. Full speed 28.8k requires
- usable bandwidth of 250 - 3450 Hz (3200 Hz bandwidth overall) as a
- minimum.

- I believe that available bandwidth also has to fall within a certain
- loss curve in order for the modem to best utilize it. Figures I keep
- hearing suggest a max of 15dB rolloff before the modem can no longer
- compensate.

- Likely your second line is outside of these parameters.

- However, you need to quite pestering the phone company about 21.6,
- 28.8, etc... those speed terms are Greek to them and they'll be quick
- to tell you they only guarantee 2400 "baud" - so forget trying to
- explain it to them.
